The Watershed Mitigation, Coordination, and Outreach Unit is dedicated to supporting state, federal, tribal, and local stakeholders to facilitate the safety of lives and protection of property in the face of diverse geological hazards. These hazards encompass, but are not limited to, post-fire debris flows, mudslides, and landslides. Using cutting-edge remote sensing efforts, proactive planning, strategic coordination, and community outreach, this unit works to advise on or implement effective measures that mitigate the impact of geohazards, ensuring resilience and safeguarding the well-being of communities across the State of California.

Under the general direction of the Program Manager I, the Research Data Specialist II (RDS II) serves as the Unit’s lead data manager and technical integrator. The incumbent is responsible for developing and maintaining the Unit’s data architecture, GIS products, remote sensing integrations, dashboards, and automated workflows that support the Unit’s program delivery. Operating independently, the incumbent designs and develops data schemas and databases tailored to the unique demands of the emergency management context. This position plays a central role in advancing the Unit’s remote sensing capabilities, including the acquisition, processing, organization, and integration of multi-sensor imagery (e.g., satellite, aerial, drone, and LiDAR). This position does not serve as the primary lead for watershed analysis or scientific interpretation; however, experience in these areas is beneficial and may enhance the incumbent’s ability to support program needs.

The RDS II advances the Unit’s data maturity by designing and maintaining databases, integrating emerging technologies, developing operational mapping products, coordinating with interagency partners on data sharing, and supporting enterprise remote sensing initiatives. The incumbent also provides field support to assist in the collection, verification, and integration of geospatial data during emergency deployments or Watershed Protection Missions, statewide.

Working Conditions

This position is located the Watershed Mitigation, Coordination, and Outreach Unit in Mather, CA.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
