The California Public Utilities Commission's Energy Division develops and administers energy policy and programs to serve the public interest including addressing the climate crisis, advising the Commission, and ensuring compliance with the Commission decisions, statutory mandates and records retention policies. The Personnel and Administration section supports the Energy Division and is critical to its success. Under direction of the Supervisor I, the Document and Energy Content Analyst will independently perform a wide variety of complex analytical assignments. The incumbent will act as a liaison between the Energy Division management and staff and provide graphic design, editing, analytic support, and guidance. This is an office-based position requiring five (5) days in office with occasional telecommute opportunities not to exceed two (2) days per week. Work will include, but not be limited to the following:

Project Management:
  • Design and implement special projects at the direction of the Supervisor, Program Manager, and/or Director.
  • Projects may include organizing Energy Division in-person events, developing internal communications and tracking systems, and coordinating staff input for staff reports and public-facing websites.

Digital Content Coordination & Administrative Support:
  • Create visually engaging materials to support Energy Division communications, including infographics, charts, and layouts for reports, presentations, and web content.
  • Provide administrative support for Energy Division analysis of written work products, including staff reports, legislative reports, budget change proposals, websites, and annual reports.
  • Review content, coordinate with staff, and ensure deadlines are met for group projects.

Manage Tracking Systems:
  • Develop and maintain data collection tools and reporting systems, including compliance tracking tools.
  • Generate quarterly and annual reports for management review.
  • Create new reporting systems to improve operational efficiency and assess their impact on Division operations.
  • Communicate with internal and external stakeholders regarding compliance matters.

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Exceptional experience in translating complex issues into informative documents for the public and stakeholders
    • Ability to serve as primary author and/or editor for lengthy public administration documents
    • Proficiency in Graphic Design and Editing: Ability to create visually appealing designs and edit digital content using tools such as Adobe Creative Suite (Photoshop, Illustrator, InDesign) or equivalent software. Strong understanding of layout, typography, color theory, and branding principles.
    • Ability to work collaboratively with senior management and Directors in a fast-paced environment
    • Strong project management and organizational skills, including setting and implementation of project work plans
    • Proficiency with software applications such as Microsoft suite, Tableau, as well as in data tracking and reporting systems
    • Excellent organizational, time-management, research, and analytical skills
    • Excellent verbal and written communication skills such as writing, editing, and formatting written documents and reports
    • Experience analyzing and interpreting laws, rules, and regulations
