Job Description and Duties

The Division of Planning’s Technical Evaluations Branch is seeking a highly motivated Supervising Engineer, Water Resources (Supervisory) to lead and manage the Hydrology, Hydraulics, and Climate Change Section.

 

The incumbent will provide technical leadership for the planning, analysis, and feasibility evaluation of complex, multi-benefit water resources projects. The position is responsible for leading, supervising, and coordinating multidisciplinary and multi-agency teams to complete regional and watershed scale technical studies and to develop and apply state-of-the-art analytical tools. Projects and studies will address flood risk reduction, ecosystem enhancement, water quality improvement, water supply reliability, and surface and groundwater storage, within the context of California’s evolving climate and water management challenges.

 

The incumbent will work collaboratively with Department of Water Resources staff, partner agencies, stakeholders, and the public to support sound project formulation and implementation decisions. This position requires demonstrated experience in technical analysis, feasibility planning, and project management; strong initiative and leadership skills; responsiveness to executive and management direction; and the ability to communicate clearly and effectively, both orally and in writing. The incumbent is expected to be team-oriented and to possess a strong understanding of California’s water management systems and challenges.

Special Requirements

Moderate travel for meetings with local and regional partners and attending technical agency meetings throughout the State is required. Overtime work may be required at times to meet program schedules and deadlines.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal candidate will have experience leading and supervising high-performing, multidisciplinary technical teams and demonstrated expertise in hydrology, hydraulics, climate change analysis, and/or integrated water resources planning. The incumbent will have a proven ability to deliver complex, multi-benefit feasibility studies at a regional or watershed scale; oversee the development and application of advanced analytical and modeling tools; and manage projects involving scope, schedule, and budget. Experience working effectively with multiple agencies, stakeholders, and the public is essential, along with familiarity with California’s water management systems and regulatory frameworks. Strong communication skills with both technical and non-technical audiences are required.

 

The incumbent is expected to consistently exercise sound judgment and professionalism, including in the face of criticism or conflict; demonstrate high-performing supervisory experience by inspiring, empowering, and supporting direct reports and matrixed team members; and establish and maintain effective working relationships within and outside of the Department of Water Resources. The position requires strong critical thinking skills, the ability to facilitate public and stakeholder discussions, and the ability to succeed in a matrix management environment. Knowledge of Department policies and strategic initiatives, as well as the ability to analyze, interpret, and provide guidance on State statutes related to water resources planning and management, is highly desirable.
