Job Description and Duties

The Office of Technology and Innovation (OTI) enables the DMHC to deliver essential services to the State of California through the use of information technology (IT). The systems OTI supports have become a valuable tool in the execution of DMHC’s business functions. OTI develops, maintains and supports multiple IT systems that include a vast variety of office automation tools, custom applications, public and internal web sites, low-code business intelligence tools, low-code application development tools, data analytics and the underlying IT infrastructure.

JOB SUMMARY
Join us as our Senior Data Engineer, primarily responsible for developing, enhancing, configuring, maintaining, supporting and testing on-premise and cloud-based enterprise BI solutions, data warehouse, subject area data marts, ETL processes, data pipelines, dashboards, reports, geo-spatial analysis (mapping) solutions using ArcGIS, supporting, configuration and integration with ElasticSearch. You will deliver within a Data Management framework that will include Data Governance, Master Data Management and Meta Data Management.

The successful candidate will leverage data architecture best practices to assess current data and develop a future state architecture and implementation plan. You will be helping to develop a formal Data Management framework.

Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Five (5) or more years of experience in working with data architects, business analysts, project management teams, developers and program/business stakeholders to develop, test, support and maintain hybrid cloud and on-premises Business Intelligence (BI) solutions including building, implementing and supporting data marts/warehouses, ETLs/ELTs, data pipelines, using Microsoft Azure BI platform.

2. Five (5) or more years of experience in architecture, designing, creating and supporting on-premises and Azure SQL Server relational and dimensional databases.

3. Five (5) or more years of experience in designing and creating data warehouses and data marts in on-premises and Microsoft Azure cloud platforms.

4. Five (5) or more years of experience in dimensional and normalized relational data modeling.

5. Five (5) or more years of experience in development using SQL Server, SQL, T/SQL.

6. Five (5) or more years of experience in SQL performance tuning, analysis of execution plans, and database tuning.

7. Five (5) or more years of experience in loading data warehouses and data marts from multiple data sources including data lakes.

8. Five (5) or more years of experience in development and maintenance of data pipelines and ETL/ELT processes using SSIS, Azure Data Factory and Python.

9. Five (5) or more years of experience in troubleshooting issues related with data and BI solutions.

10. Three (3) or more years of experience developing and supporting reports and dashboards in SSRS, Power BI, and building Power BI data models

11. Experience in documentation of code, data models, and creating ERD and data flow diagrams.

12. Experience in loading data warehouses and data marts from OutSystems and Power Apps cloud application platforms.

13. Experience in configuring and managing Elasticsearch, and developing solutions in Elasticsearch.

14. Experience in developing analytical solutions using ArcGIS is a plus.
