
The CalSTRS BenefitConnect Division is seeking a motivated individual to work as an Information Technology Supervisor II in the Business Delivery Unit.
The BenefitConnect system, CalSTRS’ new pension administration software, was deployed in September 2025. The BenefitConnect Division was subsequently established to support CalSTRS staff who rely on the system to perform the processes essential to serving California’s public educators and their beneficiaries. The Division provides this support by assessing user needs and implementing system enhancements that address those requirements. This work requires comprehensive knowledge of pension and benefit administration practices, as well as a deep understanding of the BenefitConnect application, to effectively serve the operational needs of the Benefits and Services Branch and the Financial Services Branch.
Under the general direction of the Business Delivery Manager (ITM I), the Business Delivery Supervisor (Information Technology Supervisor II) serves as a technical leader, working independently to plan and perform Software Development Life Cycle (SDLC) tasks and activities. The incumbent leads a team of business analysts and is responsible for the software development required for operational workloads, such as incident fixes, data change requests, and requests for BenefitConnect information and data, as well as enhancements to comply with legislation, Teachers’ Retirement Board mandates, and evolving business needs. The incumbent must work in partnership with various business areas across the division and organization.

• Proven experience developing, strengthening, and sustaining productive relationships with stakeholders at all levels to support organizational goals and successful project outcomes.
• Practical knowledge and hands-on experience working with pension and/or benefit administration systems, including understanding program processes, system functionality, and operational impacts.
• Leadership experience overseeing business process analysis and improvement efforts, including guiding teams through workflow evaluation, redesign, and implementation of efficiency-focused solutions.
• Strong oral and written communication skills with the ability to convey complex information clearly, professionally, and appropriately tailored to various audiences.
• Ability to effectively develop, monitor, and manage deadlines, ensuring timely completion of tasks, deliverables, and project milestones.
• Experience contributing to or serving on a software implementation project, including requirements gathering, user acceptance testing, change management support, or cross-functional coordination.
Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.
