Job Description and Duties

Under the general direction of a Senior Environmental Scientist (Supervisory). The incumbent is an interdisciplinary team member on Project Development Teams (PDT) performing the most complex tasks to facilitate timely delivery of transportation projects within the coastal zone. The incumbent shall lead, with minimal supervision, data analysis, document preparation and application preparation for addressing coastal resources as part of the California Coastal Act and Coastal Zone Management Act. The incumbent shall facilitate State and Local coastal permit coordination, obtain Coastal Development Permits, waivers, exclusions and represent North Region Environmental at coordination meetings and public hearings with coastal permitting agencies while closely tracking and reporting on the status of permits and complex mitigation packages.

The incumbent must stay informed of changes related to environmental laws, local coastal plans and policies, lead PDT’s in the applicability of such changes, existing law, plans and policies, and provide guidance and direction to PDT’s to ensure development of appropriate mitigation measures relative to coastal resource impacts such as Environmentally Sensitive Habitat Areas, wetlands, water quality, public access, historic resources, cultural resources, critical viewsheds, and coastal hazards. Ensure and review inclusion of Sea Level Rise analysis and other Climate Adaptions Strategies, and associated avoidance, minimization, and mitigation measures. The incumbent is responsible for leading coordination efforts to manage the cost, scope and schedule of transportation projects within the coastal zone to ensure the Environmental Program meets its project delivery commitments under the Annual Delivery Plan (ADP) and the Contract for Delivery (CFD).

Working Conditions

Position located at 1656 Union Street Eureka, Humboldt County.

This is an advanced journey level position located in Eureka. While at your base of operation, you will work in a climate-controlled office under artificial lighting in a North Region office. Frequent travel and field work are required within the Region. Some fieldwork requires the ability to work in a variety of climatic and geographical conditions. You may be required to travel to offices and field locations throughout North Region, as well as occasional travel and overnight stays outside of the Region. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

1. Building strong, collaborative relationships is imperative for success in the position of Senior Coastal Liaison. Provide examples of partnerships that you have developed throughout your career and how those partnerships will help you succeed in this new role.

 

2. There are various parts of the coastal act that are subjective, and decisions currently made are based off precedence. What would be your approach to making changes in working with California Coastal Commission staff? Explain your negotiating skills.

 

3. In your opinion, what are the biggest challenges facing North Region Environmental as it pertains to the Coastal Act and what solutions do you propose to resolve these challenges?
